OPERATIONS SUPPORT SPECIALIST
Incumbent must be required to acquire and retain Top Secret Clearance with Sensitive Compartmented Information access. Position may include additional program security requirements in order to fully perform the duties and responsibilities of the position. If so, incumbent must be willing to submit to a Counter Intelligence Polygraph and mandatory drug testing. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is Emergency Essential (E-E). The incumbent must meet all requirements of E-E positions and may be required, as a condition of employment, to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. During a crisis, the incumbent or designated alternate must continue to perform the E-E duties until relieved by proper authority. The same will be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent or designated alternate to be removed from any military recall status. Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes applying Air Force military ICBM, rated aviator and/or flying ops experience. Knowledge of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of training actions related to actual events; and the relationship of the various command entities involved in overall program and execution of military operations and evaluations. Skill in designing and conducting studies, and developing solutions to assigned portions of broad, important, and severe command operational and contingency areas. ability to train, organize, and develop studies or projects, making recommendations on substantive operating programs, and negotiate effectively with others to accept and implement recommendations, where the proposals involve substantial resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a range of qualitative and/or quantitative methods to participate in the assessment and improvement of Wing NC2 EA missions and training programs, application of analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations toward development and/or improvement of critical command training and programs for conducting major operations. Knowledge of military (including command level) program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of training actions related to actual events; and the relationship of the various command entities involved in overall program and execution of military operations and evaluations. 2. Knowledge of military command structure, missions, programs, organizational relationships, program goals, objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of training administration, policies, procedures, and the principles, practices, and techniques of instruction and the ability to analyze, evaluate, and accomplish special training studies and projects. Skill in designing and conducting studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major command program. Knowledge of data collection and statistical analysis techniques and practices. 3. Knowledge of the principles and techniques required to evaluate instructional programs and ability to establish program objectives and to assess progress toward their achievement. Knowledge of instructional design and materials development to include use of technology for design and delivery of training. 4. Knowledge of the application of military operations expertise as they apply to programs and weapons systems, personnel readiness, tactics, and strategy in support of major military operations such as war, mobilization, deployment, exercise, command and control, airlift, refueling, or similar operations. 5. Skill in designing and conducting analytical studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operations in a major nuclear flying operations/program. 6. Ability to apply prior military experience as a bomber aircrew or ICBM aircrew member on assigned nuclear weapon systems and programs. Ability to teach, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to work harmoniously with all levels of personnel within the component and to communicate effectively orally and in writing.
