EDUCATION SERVICES SPECIALIST

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series. BASIC REQUIREMENT FOR GS-1740 POSITIONS:
A Bachelor's degree (or higher degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. For guidance counselor positions, a college or university-sponsored practicum in counseling is also required. Tests and measurement:

SPECIALIZED
Experience:
Applicants must have at least one year of specialized experience at the GS-07 grade level (or higher) or equivalent in other pay systems. Examples of specialized experience includes 1) gathering educational and personal information in order to advise individuals regarding educational and vocational needs/opportunities; 2) knowledge of military and civilian occupations and occupational trends and the physical, mental, educational, and experience requirements of various occupations applied with a knowledge of educational institutions and programs to make appropriate recommendations; 3) use of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs; 4) develop working relationships and administer programs with diverse military, civilian, professional, and technical populations to include verbal and writing skills to prepare publicity, recruitment, and other presentations/briefings. OR EDUCATION:
Completed two years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree directly related to the work of the position. NOTE:

You must submit a copy of your transcripts with your application. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of military policies and procedures relating to the enlisted and officer promotion programs, military testing programs, Foreign Language Proficiency Bonus Program (FLPB), and an understanding of the coding system and verification data applicable to eligibility requirements. 2. Professional knowledge of college degrees, curriculum, and education theory and practices of continuing education. 3. Knowledge of the regulations, directives, policies, and procedures regarding the receipt, storage, handling, accountability, and destruction of CONTROLLED TEST MATERIALS. 4. Skill to access, input, analyze and modify automated data impacting the adequacy and/or deficiencies of testing program and accuracy of testing-related data. 5. Ability to utilize counseling principles, concepts, and methods to advise individuals on the applicability and availability of various testing programs. PART-TIME OR UNPAID

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
