PROGRAM AND RESOURCES ANALYST

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for Administrative and Management Positions. SPECIALIZED
Experience:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes utilizing management and organizational principles and practices for a variety of NLCC/NC3 infrastructure support functions, NLCC/NC3 weapon systems, security, interagency responsibilities/ linkages and a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes; and a thorough knowledge of Department of Defense planning, acquisition, and management processes to provide PPBE guidelines and advisory services in support to long-range war, mobilization, exercise, deployment, and similar operations planning efforts. Knowledge of key NLCC/NC3 systems/programs such as the National Airborne Operations Center, Mobile Consolidated Command Center, Primary Command Centers, Strategic Automated Command and Control System, Nuclear Planning and Analysis System, Minuteman Minimum Essential Emergency Communications Network Program. DIRECT, the nuclear triad, NC3 VLF/LF, and Nuclear Command and Control procedures among other systems/programs in the nuclear mission. Knowledge of the Federal and DoD planning, programming, and budgeting process (PPBE) and thorough knowledge of Air Force program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. Merit promotion applicants must meet applicable time-in- grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs):
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the current and developing requirements and plans ofDoD, JS, COCOMs, AF MAJCOMs, sister services and DISNJSEIO as they relate to NLCC, NC3 and the NC3 Weapon System and associated operations, concepts, policies, and laws; sources, responsibilities, and means for providing assistance and advice to resolve problems; and all aspects of the integrated AF NLLC NC3, and NC3 Weapon System/Subsystems. Knowledge of operational NLCC, NC3 and the NC3 Weapon System activities such as NMCC, VC-25, ICBMs, B52, dual-capable aircraft, airborne, airborne and space-based ISR platforms, and primary command centers as related to the NLCC and nuclear missions. Knowledge of planning, programming and budgetary processes, acquisition and sustainment processes, cost benefit analysis methods, and analysis of performance data to prepare persuasive long-range planning and programming recommendations in support ofNLCC, NC3 and the NC3 Weapon System requirements. Ability to apply knowledge and experience in the AF and MAJCOM-level DoD PPBE, POM and funding processes Knowledge and ability to apply process improvement techniques and principles to identify problems and generate innovative solutions. Ability to communicate effectively both orally and in writing to identify, direct, or coordinate actions required in planning, implementing and executing an operationally focused approach to the system integration of the NLCC, NC3 and the NC3 Weapon System/Subsystems. Ability to plan, organize, and direct the staff of an organization including special study teams and task forces composed of members from different organizations and commands PART-TIME OR UNPAID

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
