You will serve as a Psychologist in the DEPARTMENT OF THE NAVY.
THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions.

Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
You may be required to successfully complete a pre-appointment physical examination.
You may be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Positions may be in any DAWIA Career Field at Level I, II, or III.
This position may be designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.
Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You may be subject to random testing.
You may be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Those selected to supervisory positions, you will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications
In addition to the basic education requirements, applicants must meet the following minimum qualifications:
FOR THE GS-05 (or equivalent pay band): Your resume must demonstrate that you have successfully completed the basic education requirement.
FOR THE GS-07 (or equivalent pay band): Your resume must demonstrate that you have at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Psychologist searching files, libraries or other sources of information, published or unpublished, for designated topics and assembling data relevant to studies in progress; making or recording observations during experiments when the phenomena are readily identifiable and observable; and interviewing and obtaining data from clients or participants in research investigations.
FOR THE GS-09 (or equivalent pay band): Your resume must demonstrate that you have at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Psychologist constructing testing and other measurement devices and questionnaires that parallel existing instruments; interviewing experimental subjects, counseling and clinical clients, employees, and others in order to obtain specific factual data or opinions on specific issues; and comparing test scores and interview responses and results with established norms, and present factual data to be used in interpretation of achievement, maturity, mental ability, etc.
FOR THE GS-11 (or equivalent pay band): Your resume must demonstrate that you have have at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Psychologist providing factual data to clients concerning their aptitudes, interests, abilities, and achievement levels as revealed by objective tests, information concerning occupational characteristics and requirements, job opportunities, relative salaries, etc.; evaluating overall patterns of personality-related characteristics revealed by tests; and collecting, recording, and analyzing information, and making a preliminary interpretation of results.
For the GS-12 (or equivalent pay band): Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Psychologist evaluating clients who represent a wide variety of vocational, educational, and disability problems, although normally not including disabilities with serious handicapping effects that require long-range vocational rehabilitation; employing counseling and therapeutic techniques over an extended period of time in order to help the client recognize and resolve problems relating to his attitudes towards himself, family, supervisors, etc.; and utilizing the full range of diagnostic tests for psychological assessment, and employ generally accepted psychotherapy techniques.
FOR THE GS-13 (or equivalent pay band): Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a Psychologist evaluating clients who represent a wide variety of vocational, educational, and disability problems, although normally not including disabilities with serious handicapping effects that require long-range vocational rehabilitation; employing counseling and therapeutic techniques over an extended period of time in order to help the client recognize and resolve problems relating to his attitudes towards himself, family, supervisors, etc.; and utilizing the full range of diagnostic tests for psychological assessment, and employ generally accepted psychotherapy techniques.

Education
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Successful completion of a bachelor's or higher degree in psychology.
Applicants may substitute education for experience in the following situations:
FOR THE GS-07 (or equivalent pay band): Your resume must demonstrate that you have successfully completed one full year of graduate level education OR you have successfully completed a bachelor's degree with superior academic achievement
FOR THE GS-09 (or equivalent pay band): Your resume must demonstrate that you have successfully completed a master's or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master's degree
FOR THE GS-11 (or equivalent pay band): Your resume must demonstrate that you have have successfully completed a Ph.D. or equivalent doctoral degree OR you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree
NOTE: Education and experience may be combined for all grade levels for which both education and experience are acceptable.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
